Taiwan's Space Dream to Be Revitalized; New Director General of NARLabs' NSPO Announced

On August 2, 2021, NARLabs held a ceremony to announce the newly-appointed Director General of the National Space Organization (NSPO), Wu Jong-shinn, Distinguished Professor in the Department of Mechanical Engineering at National Yang Ming Chiao Tung University. NARLabs President Kuang-Chong Wu has long encouraged new Director General Wu Jong-shinn to use his rich academic and industry experience to lead the NSPO in continuing to grow and advance in the field of space technology. President Wu also gave special thanks to the Acting Director General, Dr. Shiann-Jeng Yu, for his hard work and contributions during the past six months, not only for allowing the work of the NSPO to keep running smoothly, but also for assisting in the legislation of the Space Development Act and the promotion of rocket launch sites for research.

Director General Wu received B.S. and M.S. degrees in Mechanical Engineering from National Taiwan University and earned his Ph.D. in Aerospace Engineering from the University of Michigan in 1994. In 1995, he returned to Taiwan and joined the Executive Yuan's National Space Program Office (the predecessor to NARLabs' NSPO) as an Associate Research Scientist. In 1998, he became a faculty member in the Department of Mechanical Engineering at National Chiao Tung University (NCTU), which has since merged with National Yang-Ming University, has served as the head of the Center for Manufacturing & Thermal-fluid Science, and is the founder and director of the Advanced Rocket Research Center (ARRC). He temporarily left his teaching position to serve as Chief Technological Officer for GEOSAT Aerospace & Technology Inc. in 2015 and was also founder and CEO of Taiwan Innovative Space Technologies, Inc. (TiSPACE) in 2016 before returning to NCTU in 2018.

Director General Wu's areas of specialization include modern systems engineering, hybrid rocket combustion and propulsion, rarefied gas dynamics modeling, low-temperature plasma physics and chemistry modeling, plasma medicine, atmospheric plasma applications, and parallel scientific computing. He has published nearly 400 academic and seminar papers and received the Ministry of Science and Technology's Outstanding Research Award for aerospace technology as well as the Futuretech Award. Additionally, he is a Fellow of the American Society of Mechanical Engineers, an Associate Fellow of the American Institute of Aeronautics and Astronautics (AIAA), a member of the AIAA Hybrid Rocket Technical Committee, and a member of the Emerging Plasma Nanotechnologies Technical Committee of the Institute of Electrical and Electronics Engineers.

Director General Wu expressed that space science and technology is a key part of the country's positive development. MOST is committed to the construction of an excellent environment for space development and since last year has been promoting the Space Development Act, which was passed by the Legislative Yuan two months ago, to establish a source of law for the development and promotion of Taiwan's space technology industry. The NSPO is now actively assisting MOST in developing regulations and restructuring the NSPO as an executive legal entity. In the future, Director General Wu will assume great national responsibility, and hopes to build a more well-rounded space science and technology infrastructure for Taiwan, promote the formation of the space industry supply chain and the growth of new space-related business, and usher in the budding space economy.
