Constructing a Base for Digital Innovation;NASA Researcher Dr. Chau-Lyan Chang Becomes Next Director General of NARLabs' NCHC

On April 7, 2022, NARLabs held an inauguration ceremony for the position of Director General of the National Center for High-performance Computing (NCHC). Succeeding Dr. Shepherd Shi as Director General of NCHC is Dr. Chau-Lyan Chang, who worked as a Senior Research Scientist in the Computational Aerosciences Branch of the Langley Research Center at the U.S. National Aeronautics and Space Administration (NASA). Dr. Bou-Wen Lin, Acting President of NARLabs, thanked former Director General Shepherd Shi for his hard work over the past three years and expressed confidence that Director General Chang would continue to provide world-class high-speed computing and networking resources to support Taiwan's research communities.

Director General Chang received his B.S. and M.S. degrees in Mechanical Engineering from National Taiwan University and his Ph.D. degree in Mechanical Engineering from The Pennsylvania State University. In 1988, after receiving his Ph.D., Dr. Chang became a Senior Research Scientist for High Technology Corporation, posted at the NASA Langley Research Center. He joined Planning Research Corporation as Principal Software Developer in 1998, and the following year, he returned to NASA's Langley Research Center as a Senior Research Scientist, staying until 2022. He is also an Associate Fellow of the American Institute of Aeronautics and Astronautics (AIAA).

Director General Chang's expertise lies in computational fluid dynamics and high-performance parallel computing, particularly laminar turbulent transition and the space-time CESE (conservation element and solution element) method. Such research can provide accurate predictions of high speed, complex fluid properties and flow field behavior, especially for the difficult areas of hypersonic flow and turbulence. Director General Chang is also highly regarded both at home and abroad in the field of high-speed computing. He has developed design and engineering software used not only by NASA, but also widely used in U.S. industry, national laboratories, and academia. Director General Chang has authored and co-authored approximately 160 technical papers, organized and chaired several conferences at AIAA, served as a guest editor for the AIAA's Journal of Spacecraft and Rockets, and served as a reviewer for several science and engineering journals and U.S. government research programs.

Director General Chang especially thanked former Director General Shepherd Shi for the foundation he built for NCHC, saying that that NCHC will continue to develop next-generation high-speed computing services and help drive domestic research breakthroughs and the implementation of front-end technology. In addition, through its forward-looking digital infrastructure project, NCHC will build an even more resilient network interconnection environment featuring international fiber optic submarine cables, domestic and foreign public sector networks, and domestic and foreign Internet Data Center (IDC) connections. This infrastructure will become an important cornerstone of the digital nation, helping to build up Taiwan's long-term development capabilities and global competitiveness through high-speed computing, network, artificial intelligence, and big data services.
