On June 1, 2022, Dr. Faa-Jeng Lin, Chair Professor of the Department of Electrical Engineering and Dean of the College of Electrical Engineering & Computer Science at National Central University, officially assumed the position of President of NARLabs.
President Lin received both his bachelor's and master's degrees in Electrical Engineering from National Cheng Kung University. After earning his Ph.D. in Electrical Engineering from National Tsing Hua University in 1993, President Lin joined the faculty of the Department of Electrical Engineering at Chung Yuan Christian University. From 2001, he held a professorial position in the Department of Electrical Engineering at National Dong Hwa University, and ultimately transferred to National Central University in 2007. President Lin has served as Chair of the Power Engineering Division of the National Science Council (now the Ministry of Science and Technology, MOST), Chair of the Smart Grid Project of Phase I of MOST's National Energy Project, Chair of the Smart Grid Focus Center for Phase II of the National Energy Project, Director of National Central University's United Research Centers, President of the Taiwan Smart Grid Industry Association, a part-time researcher for the Executive Yuan Board of Science and Technology, and a member of the Board's Science and Technology Policy Advisory Committee. Currently, he is Executive Director of Taiwan Power Company and Director of United Renewable Energy Co., Ltd.
President Lin's research specialties include electric machine control, nonlinear control, intelligent control, power electronics, renewable energy, and smart grids. He has published more than 200 international journal papers and 100 conference papers, and has been granted 17 patents for inventions. President Lin has received the Outstanding Professor of Engineering Award from the Chinese Institute of Engineers, three Outstanding Research Awards from the National Science Council, and two Technology Transfer Merit Awards from National Central University. He was elected as a Fellow of the Institute of Electrical and Electronics Engineers (IEEE) in 2017 and received the Merit MOST Research Fellow Award in 2021.
President Lin stated that in the future, NARLabs will continue to operate in accordance with national science and technology policy, actively integrate the R&D capabilities of its centers, and serve as a pROVider of technological R&D platforms for Taiwan's science and technology experts and for the innovation economy. NARLabs will also continue supporting academic research, promoting forward-looking technologies, and fostering the talent of science and technology professionals. In addition, NARLabs will serve as a bridge between academia and industry, supporting the academic community in implementing original research into downstream industries while also encouraging new entrepreneurs to collaborate with us. We will promote cross-disciplinary innovation and the industrialization of scientific research, as well as assist the new National Science Council, which is soon to be established, in building up the long-term developmental capabilities and competitiveness of the country as a whole in the future. NARLabs will also help Taiwan achieve its goal of net-zero emissions by 2050 through forward-looking smart grid, power conversion, energy storage, hydrogen energy, and carbon negative technologies. President Lin hopes that the NARLabs team can integrate its core facilities and shared resources, actively participate in strategic projects, and fully assist academia and research teams in developing these technologies. In the future, NARLabs will also strive to assist the new National Science Council in the strategic planning and implementation of transformational technologies for the net-zero emissions goal.
The former President of NARLabs, Dr. Kuang-Chong Wu, stepped down on November 30, 2021, and the position was filled by Acting President Bou-Wen Lin until May 31, 2022. During his tenure, former President Kuang-Chong Wu helped NARLabs weather the COVID-19 pandemic and continue to grow steadily and robustly in the spirit of foresight, wisdom, innovation, and sustainability. In addition to assisting MOST in facilitating the smooth passage and promulgation of the Space Development Act, a major step for Taiwan's space industry, he also directed the National Center for High‑Performance Computing, the Taiwan Instrument Research Institute, the Taiwan Semiconductor Research Institute, and the National Laboratory Animal Center in jointly launching several epidemic prevention and mitigation projects, which helped slow the spread of COVID-19 in Taiwan. The first NARLabs R&D Service Platform Achievement Awards were also held, recognizing top scientific achievements made by industry, government, academia, and research institutions using NARLabs' R&D service platforms.
