The NARL's Instrument Technology Research Center (ITRC) initiated the "i-ONE International Instrument Innovation Competition" in 2009 and has organized this annual event since. The competition is to egg on students from high school to graduate school to use their creativity and scientific knowledge in the creation of instrument of their own. In the long run, the program aims to attract young talents and develop them with competence and innovation in integrating basic and applied science for the advanced development of instrument technology. 

The competing teams for the 3rd i-ONE competition, divided into the College and Above Group and the High School Group, submitted proposals elaborating their ideas of instrument in September. After reviewing the submitted proposals based on their creativity, feasibility, theory and estimated cost, the qualified teams were requested to conduct oral presentations or model demonstrations related to their proposals. The winning teams of each group, announced on November 7, were awarded with certificates and cash prizes. And the first places in the College and Above Group and the High School Group went to the teams from Dong Hwa University and Dongshih Industrial High School, respectively. 

The Dong Hwa University team has developed a non-invasive and in-expensive assessment system aims at providing early diagnosis of atherosclerosis and other cardiovascular disorders for both clinic and home use, and the Dongshih Industrial High School team a “portable laboratory’ with three precision instruments for schools in remote areas. These winning projects along with others would be recommended to the related industry for possible adoption and manufacturing.
