The NARL’s National Space Organization (NSPO) and the Buddhist Compassion Relief Tzu Chi Foundation, which is considered one of the most effective aid agencies in Taiwan for international disaster relief efforts, signed a cooperation memorandum that allow Tzu Chi’s free use of FORMOSAT-2 satellite images on disaster areas.

With the humanitarian relief spirit, Tzu Chi volunteers are often the first to arrive at disaster sites to help victims. Recognizing the importance of satellite images to support the global relief operations, the NARL-NSPO and Tzu Chi signed the cooperation memorandum to strengthen Taiwan’s responsibility to international society. The NARL-NSPO's FORMOSAT-2 satellite with its daily-revisit capability can pROVide helpful information immediately after the disaster occurs and continuously monitor the development of disaster areas.

Guey-Shin Chang, director general of the NARL-NSPO, and Tuan-Cheng Wang, vice executive officer Tzu Chi, signed the memorandum on 31 March 2011 in Hualian City, Taiwan. After that, the NARL-NSPO team viewed Tzu Chi’s displays of its global relief efforts, and demonstrated the NARL-NPSO’s FORMOSAT-2 satellite operations and imaging status through ground control. During the visit with Dharma Master Cheng Yen, the founder of Tzu Chi, both parties made reciprocal commendations for their outstanding contributions to the international disaster relief.
